A BILL TO BE ENTITLED

AN ACT

relating to appropriations to the Texas excellence fund and the 
university research fund.
	BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:                        
	SECTION 1.  In addition to other amounts that may be 
appropriated or transferred for this purpose, the following amounts 
are appropriated out of the general revenue fund to the Texas 
excellence fund under Subchapter C, Chapter 62, Education Code:
		(1)  $10,894,765 for the state fiscal year beginning 
September 1, 2003; and 
		(2)  $11,633,294 for the state fiscal year beginning 
September 1, 2004.     
	SECTION 2.  In addition to other amounts that may be 
appropriated or transferred for this purpose, the following amounts 
are appropriated out of the general revenue fund to the university 
research fund under Subchapter D, Chapter 62, Education Code:
		(1)  $10,894,765 for the state fiscal year beginning 
September 1, 2003; and 
		(2)  $11,633,294 for the state fiscal year beginning 
September 1, 2004.     
	SECTION 3.  This Act takes effect September 1, 2003, if it 
receives a vote of two-thirds of all the members elected to each 
house, as provided by Section 39, Article III, Texas Constitution.  
If this Act does not receive the vote necessary to take effect on 
that date, this Act takes effect November 1, 2003.
