R E S O L U T I O N
WHEREAS, The State of Texas lost an esteemed citizen with the passing of the Honorable E. Carlyle Smith, Jr., of Grand Prairie on June 29, 2003, at the age of 64; and WHEREAS, A successful architect who also devoted enormous time and energy to public service, Mr. Smith was born in Corpus Christi on March 12, 1939, and raised in Grand Prairie; he graduated from Grand Prairie High School in 1957 after serving as president of the student council and winning acclaim in several sports, including all-state honors in basketball; and WHEREAS, He continued to excel at Texas Tech University, from which he graduated in 1962 with bachelor's degrees in architecture and civil engineering; during his years on campus he served as president of the student body and of Sigma Chi Fraternity, lettered in basketball, was a member of the Saddle Tramps, and was inducted into several honorary academic societies; and WHEREAS, After completing college, Mr. Smith returned to Grand Prairie and joined the architectural firm of Smith and Warder, Architects and Engineers, which had been cofounded by his father in 1947; the first suburban architectural team in Dallas County, the company did work not only in Texas but also in Oklahoma and North and South Carolina; when the business closed at the time of Mr. Smith's retirement in 2002, it was one of the oldest continually operating architectural firms in Texas; and WHEREAS, Mr. Smith became active in the Democratic Party in the early 1960s and served from 1976 to 1987 in the Texas House of Representatives; during his tenure in the legislature he served as vice chairman of the insurance, human services, and environmental affairs committees and was a member of the appropriations committee, as well as the Governor's Task Force on Social Services; and WHEREAS, Imbued with a deep sense of civic responsibility, he gave unstintingly of his time and energies to a wide array of community organizations; chairman of the Parkland Hospital Foundation and vice chairman of the Parkland Hospital Board of Managers, he also chaired the Dallas County Open Space Board and served as vice chairman of the Dallas County Grand Jury; and WHEREAS, In addition, he held leadership positions in the Community Concerts Association, YMCA, Circle 1.0 Council of the Boy Scouts of America, boys' baseball, Grand Prairie Rotary Club, and Grand Prairie Jaycees; he served as director and chairman of the audit committee of Midway National Bank and rendered further service to Texas Tech as chairman of both its Civil Engineering Advisory Council and Civil Engineering Academy; and WHEREAS, A host of accolades attest to the high regard in which this outstanding Texan was held; Texas Tech conferred on him its Distinguished Engineer Award and inducted him into its Civil Engineering Academy; other tributes included awards from Lions International, the Order of DeMolay, the Grand Prairie High School Alumni Association, and the Grand Prairie Chamber of Commerce, Rotary Club, and Jaycees; and WHEREAS, Mr. Smith achieved the rank of 33rd Degree Scottish Rite Mason and took an active part in the masonic fellowship; the congregation of St. Andrew's Episcopal Church knew him as a faithful parishioner, whose service to the church included several terms as a vestryman and as senior warden; and WHEREAS, The bright promise of this gentleman's youth was richly fulfilled through his remarkable professional and civic endeavors, and the blessing of his life will be forever treasured by all who were privileged to know him; now, therefore, be it RESOLVED, That the House of Representatives of the 78th Texas Legislature, 1st Called Session, hereby pay special tribute to the life of E. Carlyle Smith, Jr., and extend sincere sympathy to the members of his family: to his wife of 41 years, Ouida Daugherty Smith; to his brothers and sister-in-law, Stan Smith and Steve and Alice Smith; and to his other relatives and many friends; and, be it further RESOLVED, That an official copy of this resolution be prepared for his family, and that when the Texas House of Representatives adjourns this day, it do so in memory of E. Carlyle Smith, Jr.
