H.R. No. 32
R E S O L U T I O N
WHEREAS, Richard Rivera, superintendent of the Weslaco
Independent School District, was recently named the 2003 Regional
Superintendent of the Year by the Region One Education Service
Center, and this is a fitting title for an administrator who has
done so much to help build strong and effective employee relations,
increase public involvement in public education, and create new
educational opportunities for the children of South Texas; and
WHEREAS, Educated at Pan American University, where he earned
a bachelor's degree and a master's degree, Mr. Rivera worked as a
classroom teacher, coach, and assistant principal before serving as
a successful principal at the secondary school level; his insight
and dedication to excellence quickly won the respect and admiration
of students, teachers, parents, and peers alike; and
WHEREAS, This acclaimed administrator embarked on a new
challenge in 1996 when he was appointed superintendent of schools
for the Weslaco Independent School District; in the years that have
followed, Mr. Rivera has garnered many of his profession's most
prestigious honors, including the UIL Lamp of Knowledge Award and
The University of Texas at Austin Exemplary Superintendent Award;
he has also been recognized as administrator of the year by such
notable organizations as the Texas Classroom Teachers Association,
the Texas Educational Support Staff Association, and the Texas
Business Education Association; and
WHEREAS, Over the course of an illustrious career that has
spanned 36 years, Mr. Rivera has distinguished himself as an
educator and administrator of the highest order and as a Texan whose
contributions to public education have benefited many thousands of
citizens of the Lone Star State; now, therefore, be it
RESOLVED, That the House of Representatives of the 78th Texas
Legislature, 1st Called Session, hereby congratulate Richard
Rivera, Weslaco ISD superintendent, on his designation as 2003
Regional Superintendent of the Year by the Region One Education
Service Center and extend to him best wishes for continued success
and happiness in all his future endeavors; and, be it further
RESOLVED, That an official copy of this resolution be
prepared for Mr. Rivera as an expression of high regard by the Texas
House of Representatives.
