H.R. No. 117


R E S O L U T I O N
WHEREAS, Dr. Scott Wise of McKinney recently joined the Texas Statewide Preceptorship Program in its efforts to encourage medical students to become family practitioners, a field that is currently suffering from a critical shortage of physicians; and WHEREAS, General practitioners provide a high level of medical care at a low cost because they are able to diagnose and treat a wide variety of conditions; these doctors are invaluable in providing preventive care such as inoculations, nutritional guidance, prenatal and postnatal care, and blood pressure screenings, thus averting health care crises that could be extremely costly to treat; and WHEREAS, Unfortunately, many medical students are choosing to enter more specialized fields of medicine, leaving fewer family physicians to care for the burgeoning populations in low-income urban and rural areas of the state and forcing countless Texans to do without even the most basic health care services; and WHEREAS, Tyler Scoresby, a medical student at The University of Texas Southwestern Medical Center at Dallas, spent valuable time working in Dr. Wise's office, and his experience in that environment will better prepare him for a career in family practice; Mr. Scoresby is one of 4,260 clinical and 3,209 preclinical medical students to participate in this program since its founding in 1980; and WHEREAS, Texas is home to many of the finest hospitals, research centers, and medical schools in the world, but a vital, continuing health care need is for general practitioners to serve in the numerous areas that are without medical care; Dr. Wise and the other doctors participating in this fine program recognize that by appealing to the many bright, young minds currently in medical school to fill this need, we can avert a more serious crisis and raise the standard of health care across the state; now, therefore, be it RESOLVED, That the House of Representatives of the 78th Texas Legislature, 1st Called Session, hereby commend Dr. Scott Wise for his outstanding work with the Texas Statewide Preceptorship Program and for his dedication to providing quality health care to all Texans; and, be it further RESOLVED, That an official copy of this resolution be prepared for Dr. Wise as an expression of high regard by the Texas House of Representatives.
