R E S O L U T I O N
WHEREAS, On June 29, 2003, April Osborne of Pflugerville took home top honors in the 3-D youth division at the National Barrel Horse Association (NBHA) Texas state finals in Waco, and this outstanding accomplishment truly merits special recognition; and WHEREAS, The daughter of Dwain and Carla Osborne, this talented young lady won the top spot with the help of her quarter horse mare Kelly, and their win was rewarded with a beautiful trophy saddle, belt buckle, halter, $500, and the opportunity to compete at the NBHA Youth World Championship barrel race in Jackson, Mississippi; and WHEREAS, At 13 years old, Ms. Osborne already has a long history of equestrian experience, as she began riding horses in local playdays and barrel races when she was only four years old; since that time, she has continued to hone her skills and develop in the sport; and WHEREAS, Ms. Osborne has demonstrated a commitment to excellence that is an inspiration to all who know her, and it is a pleasure to commend this impressive young Texan on her recent accomplishment; now, therefore, be it RESOLVED, That the House of Representatives of the 78th Texas Legislature, 1st Called Session, hereby congratulate April Osborne on winning the 3-D youth division of the National Barrel Horse Association Texas state finals and extend to her sincere best wishes for continued success and happiness; and, be it further RESOLVED, That an official copy of this resolution be prepared for Ms. Osborne as an expression of high regard by the Texas House of Representatives.
