H.R. No. 182
R E S O L U T I O N
WHEREAS, Quentin Ware Martin, chief water resources planner
for the Lower Colorado River Authority and a nationally renowned
expert in water resource planning, passed away on May 11, 2003; and
WHEREAS, During his career, Dr. Martin significantly shaped
the emerging science of water supply and drought management in
Texas; he led the development of the first water management plan in
the state in 1989 and the first drought management plan two years
later; and
WHEREAS, Instrumental in developing a regional long-term
water plan under a statewide water resource planning process
mandated by Senate Bill 1, which was enacted by the Texas
Legislature in 1997, he provided research, guidance, and
administrative support to the Region K planning group, whose
members represented multiple water supply interests throughout the
Colorado River Basin; with his help, the group proposed an
innovative and widely praised interregional water resource plan
that would increase water supplies for both the Colorado River
Basin and the San Antonio area; and
WHEREAS, Dr. Martin served as editor of the American Society
of Civil Engineers' Journal of Water Resources Planning and
Management, one of the premier national and international
professional publications in the field; in 2002, he received the
society's Julian Hinds Award, which is given annually to an
individual for notable performance, distinguished service, or
engineering advancements related to water resource planning,
development, and management; and
WHEREAS, In addition, he served as a consultant to the United
Nations, worked on water resource projects in Brazil, Spain, and
India, and was an Eagle Scout and an avid sailor, scuba diver,
historian, fossil collector, runner, and international traveler;
and
WHEREAS, Dr. Martin was an esteemed alumnus of The University
of Texas at Austin, where he earned a doctoral degree in mechanical
engineering and master's and bachelor's degrees in mathematics,
with minors in physics and statistics; and
WHEREAS, A treasured and much-loved colleague and friend to
many, Dr. Martin was kind to everyone and had a special gift for
bringing people together, building common ground among those with
different interests and views, and skillfully guiding even the most
heated negotiations on the basis of solid science and a compassion
borne of caring deeply for the Colorado River Basin's natural
resources; now, therefore, be it
RESOLVED, That the House of Representatives of the 78th Texas
Legislature, 1st Called Session, hereby pay tribute to the
remarkable life and invaluable contributions of Quentin Ware Martin
and extend sincere sympathy to the members of his family: to his
wife, Patricia Martin; to his son, Shannon Martin; to his parents,
Robert and Virginia Martin; to his brother, Neil Martin and his
wife, Linda; to his colleagues at the Lower Colorado River
Authority; and to all those who mourn the passing of this brilliant,
good, and gentle man who dedicated his life to serving the public
and protecting the region's precious water supplies; and, be it
further
RESOLVED, That an official copy of this resolution be
prepared for his family and that when the Texas House of
Representatives adjourns this day, it do so in memory of Quentin
Ware Martin.
