A BILL TO BE ENTITLED
AN ACT
relating to making appropriations to the Texas Tech University Health Sciences Center for purposes related to the center's programs in El Paso. BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: SECTION 1. In addition to other amounts that may be expended for this purpose, the following amounts are appropriated out of the general revenue fund to the Texas Tech University Health Sciences Center for the purpose of initiating the actions and processes necessary to attain accreditation of a four-year medical school in El Paso: (1) $3.8 million for the state fiscal year beginning September 1, 2003; and (2) $3.8 million for the state fiscal year beginning September 1, 2004. SECTION 2. The amount of $3,557,000 is appropriated out of the general revenue fund to the Texas Tech University Health Sciences Center for the purpose of reimbursing the health sciences center, during the state fiscal biennium beginning September 1, 2003, for debt service paid in relation to revenue bonds issued under Section 55.1739, Education Code, in connection with the construction of a research facility to support the center's educational programs in El Paso. SECTION 3. Contingent on legislation being enacted by the 78th Legislature, 1st Called Session, 2003, that becomes law and that authorizes the issuance of revenue bonds that may be used to finance the establishment of an academic building to support the Texas Tech University Health Sciences Center's educational programs in El Paso, the amount of $2 million is appropriated out of the general revenue fund to the Texas Tech University Health Sciences Center for the purpose of reimbursing the health sciences center, during the state fiscal biennium beginning September 1, 2003, for debt service paid in relation to the bonds. SECTION 4. This Act takes effect September 1, 2003, if it receives a vote of two-thirds of all the members elected to each house, as provided by Section 39, Article III, Texas Constitution. If this Act does not receive the vote necessary to take effect on that date, this Act takes effect November 1, 2003.
