SENATE RESOLUTION NO. 43
In Memory
of
Orba Lee Malone
WHEREAS, The Senate of the State of Texas joins the
citizens of El Paso in mourning the loss of Orba Lee Malone, who
died June 27, 2003, at the age of 82; and
WHEREAS, Orba was born in Milo, in the Texas Panhandle, on
August 2, 1920; he attended Wayland College in Plainview and
graduated from Baylor School of Law in Waco in 1942; in World War II,
he served as a first lieutenant in the 20th Air Force, piloting a
B-29 on 25 missions to Japan; and
WHEREAS, He married Peggy Pounds in 1943, and the couple
had five children; in 1947, he began his law practice in El Paso,
specializing in general law with a special interest in family law
and adoption; Peggy, his son Paul, and his brother Robert Clinton
preceded him in death; and
WHEREAS, Mr. Malone was a prominent attorney and a widely
respected community leader; he was a president of the El Paso
Bar Association and was named Outstanding Senior Lawyer by the
association in 1995; he had a lifetime interest in education and
was an early advocate for racial integration; at the age of 31,
he became the youngest member of the Baylor University Board of
Trustees; he also served for 14 years as a trustee of Wayland
University and received its Distinguished Service Alumnus Award
in 2000; and
WHEREAS, He served for 12 years as a member of the El Paso
Independent School District Board of Trustees, and he was a
founding board member of the Lee and Beulah Moor Children's Home;
he served on the Child Welfare Board of El Paso County and on the
board of directors of the Young Men's Christian Association; he
helped found and incorporate the Rescue Mission of El Paso, and
he was a charter director of the Pastoral Counseling Service of
El Paso; and
WHEREAS, A devout Christian, Mr. Malone was a deacon at
First Baptist Church and served multiple terms as chairman of
the board of deacons; he was a Sunday school teacher for more than
40 years and received the church's Wall of Fame honor in 1998;
very active in both Texas Baptist Life and Southern Baptist Life,
he chaired the Christian Life Commission of both the Southern
Baptist Convention and the Baptist General Convention of Texas;
and
WHEREAS, Mr. Malone gave unselfishly of his time to others,
and his wisdom, warmth, and valued counsel will not be forgotten
by those who knew him; he was a devoted husband, father, and
grandfather, and he leaves behind memories that will be treasured
forever by his family and many friends; now, therefore, be it
RESOLVED, That the Senate of the State of Texas,
78th Legislature, 1st Called Session, hereby extend sincere
condolences to the bereaved family of Orba Lee Malone: his
wife, Lillian McMurry Malone; his sons and daughters-in-law,
John and Karen Malone, David Malone and Mary Massar, and
Dan and Genoveva Malone; his daughter and son-in-law,
Carol and John Lorence; his step-daughter, Laura Hoffman;
his brothers and sisters, Lucille Bailey, Evelyn Wood,
Dawson Malone, Doyle Malone, Bill Malone, Lecia Carroll, and
Ann Chaddick; and his 11 grandchildren; and, be it further
RESOLVED, That a copy of this Resolution be prepared
for his family as an expression of deepest sympathy from the
Texas Senate, and that when the Senate adjourns this day, it do
so in memory of Orba Lee Malone.
