SENATE RESOLUTION NO. 89
WHEREAS, The Texas Senate takes great pleasure in
welcoming a distinguished visitor to the Lone Star State,
Dr. Henry Troutman Harbin of Maryland; and
WHEREAS, A former director of the State of Maryland Mental
Health Administration, Dr. Harbin is also the founder and past
chairman of the American Managed Behavioral Healthcare
Association; and
WHEREAS, In 1989, this esteemed gentleman helped to form
Green Spring, and under his able leadership the business grew to
be one of the largest managed behavioral health care companies
in the country; today, Dr. Harbin is chairman of the board of
directors at Magellan Health Services and sits on the White House
Commission on Mental Health; and
WHEREAS, Dr. Harbin has familial ties to the Lone Star
State, for he is a descendant of Joanna Troutman, whose portrait
hangs in the State Capitol; this celebrated pioneer created an
early version of the Lone Star Flag, made of white silk and
bearing a blue, five-pointed star; and
WHEREAS, In all aspects of his life, Dr. Harbin has
demonstrated outstanding leadership, integrity, and dedication
to others; a man of many achievements, he is truly worthy of
special recognition during his visit to the Capital City; now,
therefore, be it
RESOLVED, That the Senate of the State of Texas,
78th Legislature, 1st Called Session, hereby honor
Dr. Henry Troutman Harbin on the occasion of his visit to Texas
and extend to him sincere best wishes for an enjoyable and
rewarding stay; and, be it further
RESOLVED, That an official copy of this Resolution be
prepared for Dr. Harbin as an expression of high regard by the
Texas Senate.
