SENATE RESOLUTION NO. 90
WHEREAS, One of the nation's highest ranking women in the
field of corrections, Janie Cockrell is retiring as director of
the Institutional Division of the Texas Department of Criminal
Justice on August 31, 2003; and
WHEREAS, A graduate of Sam Houston State University,
she began her tenure with the Texas prison system in 1976 as a
correctional officer at the Goree Unit in Huntsville; she later
served in social services, working with special needs offenders
and supervising counselors, before being promoted to assistant
warden at the Gatesville Unit in 1985 and senior warden at the
Powledge Unit in 1990; and
WHEREAS, In 1994 she entered the ranks of the Texas
Department of Criminal Justice's top management as a regional
director of the institutional division; two years later, she was
promoted to deputy director for support services at the division,
in which capacity she supervised diverse statewide operations
that included food services, laundry, inmate classification,
and community relations; and
WHEREAS, Named deputy director for security of the
institutional division in 1997, she was an exemplary supervisor
of five regional directors and 73 unit wardens; in 2001 she was
appointed to head the division, where she has overseen the
operations of the 73 prison units that house more than 130,000
of the Texas Department of Criminal Justice's total offender
population; and
WHEREAS, Having demonstrated outstanding commitment and
integrity throughout her career, Janie Cockrell exemplifies the
highest standards of her profession, and she stands as a role
model for all who are part of the criminal justice system; a
source of tremendous pride to the Lone Star State, she is most
deserving of special legislative recognition; now, therefore,
be it
RESOLVED, That the Senate of the State of Texas,
78th Legislature, 1st Called Session, hereby congratulate
Janie Cockrell on her retirement from the Texas Department of
Criminal Justice and extend to her best wishes for a happy and
rewarding retirement; and, be it further
RESOLVED, That an official copy of this Resolution be
prepared for Ms. Cockrell as an expression of high regard from
the Texas Senate.
