No significant fiscal implication to the State is anticipated.

The bill would require the Office of the Attorney General to review health care contracts with a contract amount of $50 million or more before a contract could be entered into, make recommend changes, and allow the Office of the Attorney General to participate in negotiations or discussions with proposed contractors.  The Health & Human Services Commission reported less than a dozen potential contracts, per fiscal year, that would meet the $50 million threshold.  The Employees Retirement System and the Teacher Retirement System reported four and three contracts would meet the $50 million threshold respectively. The Texas Department of Health reported that the agency does not anticipate any contracts that would meet the $50 million threshold.
