No significant fiscal implication to the State is anticipated.

The bill would amend changes made to the Transportation Code by of HB 3588, 78th Legislature, Regular Session, 2003, to add exemptions to the $12.5 million cap for disbursements related to the acquisition, construction, maintenance, and operation of a rail facility or system. 

 

Based on the analysis of the Texas Department of Transportation, it is assumed that duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing resources.

 

The bill would take effect immediately upon receiving a two-thirds majority vote in both houses; otherwise, the bill would take effect November 1, 2003.
