Fiscal Analysis

The bill would make appropriations to the Texas Ethics Commission for registration fees used towards the development and implementation of an electronic filing system for lobby reports contained in House Bill 1606, 78th Regular Session. The Comptroller of Public Accounts did include the revenue gain from House Bill 1606, 78th Legislature, Regular Session, in the certification of House Bill 1, the general appropriations act. Therefore, the appropriation and cost shown above would count against the $98.6 million estimated to be available for certification for the 78th Legislature, First Called Session.

Methodology

The estimated fee collections in House Bill 1606 are $215,000 in fiscal year 2004 and $48,000 in fiscal year 2005.

Technology

The technology impact includes two servers and associated software at a cost of $143,140. 

Local Government Impact

No fiscal implication to units of local government is anticipated.
