No significant fiscal implication to the State is anticipated.

The bill makes changes to the Commission on Environmental Quality's performance-based regulatory program. None of the changes made by the bill is expected to result in significant fiscal implications to the agency.

The bill would take effect immediately, assuming that it received the requisite two-thirds majority votes in both houses of the Legislature, otherwise it would take effect November 1, 2003.

No fiscal implication to units of local government is anticipated.
