No fiscal implication to the State is anticipated.

The bill would authorize certain groundwater conservation districts to institute a process that would require an existing or historic user to prove the maximum annual amount of groundwater that the user applied to a beneficial use during certain time periods. The bill would also prioritize how proportionate limits or reductions in permitted production would be determined.

The bill would take effect immediately if it receives the required two-thirds vote in each house; otherwise, it would take effect on the 91st day after the last day of the first called legislative session, Seventy-eighth Session, 2003.
