Amend HB 25, on page 20, line 7, after the words "September 1, 
2003," strike the remainder of the section and insert the following 
in lieu thereof:
	"to the Texas Health and Human Services Commission for the 
purpose of restoring, to the greatest extent possible, the personal 
needs allowance which existed prior to any changes made to the 
program in HB 2292, Acts of the 78th Legislature, Regular Session."
