H.B. 13 78(2) BILL ANALYSIS

H.B. 13
By: Swinford
Government Reform
Committee Report (Unamended)

BACKGROUND AND PURPOSE

Currently, the Texas Commission on Environmental Quality is required by
law to produce several reports on various issues. This includes, but is
not limited to, a report on waste reduction as prescribed by Section
363.064 (a), Health and Safety Code.

HB 13 repeals certain statutes that create burdensome reporting
requirements for the Texas Commission Environmental Quality. Furthermore,
HB 13 creates a committee to study the permitting process at TCEQ.

RULEMAKING AUTHORITY

It is the committee's opinion that this bill does not expressly grant any
additional rulemaking authority to a state officer, department, agency, or
institution.
