C.S.H.B. 17 78(2) BILL ANALYSIS C.S.H.B. 17 By: Swinford Government Reform Committee Report (Substituted) BACKGROUND AND PURPOSE There are certain sections of the Government Code that involve various reviews of state agencies as well as school districts. These include the ETexas Reviews and School Performance Reviews conducted by the Comptroller, and the Sunset Advisory Commission. It could be beneficial to the state if the entities that review agencies are also reviewed periodically to determine whether their programs are effective in targeting ways to achieve greater efficiencies in state government. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS C.S.H.B. 17 contains language providing for a joint interim study of the ETexas division of the Comptroller's office, the School Performance Reviews conducted by the Comptroller, and the Sunset Advisory Commission by the House Government Reform Committee and the Senate Government Organization committee. Meetings can be held at the call of either of the joint chairs, and the interim committee is required to submit a report to the lieutenant governor and the speaker of the house containing the committee's findings and recommendations. EFFECTIVE DATE This Act takes effect December 1, 2003. COMPARISON OF ORIGINAL TO SUBSTITUTE CSHB 17 requires a study to be conducted of the ETexas, School Performance Review, and the Sunset Advisory Commission. In HB 17, as introduced, the provision in the government code regarding the Etexas Reviews was repealed.
