R E S O L U T I O N
WHEREAS, The Weslaco Rotary Club has bestowed a great honor
on Mary Frances Noell by naming this bright young lady the 2003
Young Naturalist of the Year; and
WHEREAS, Miss Noell has combined her interests in birds and
her knowledge of photography to promote and support naturalist
activities in her area; on a birding trip to the Harlingen Birding
Festival with her Girl Scout troop, she enriched the experience for
everyone by helping her fellow scouts to identify the various
birds; and
WHEREAS, An experienced bird-watcher of the Rio Grande Valley
and the areas of Monterrey, Saltillo, and Belize, Miss Noell has
been a member of winning or placing teams in the Great Texas Coast
Birding Classic for the past three years; competing among adults,
she was awarded a $250 prize in the Valley Land Fund Contest, and
her nature photography has been featured on a billboard that
promotes Weslaco; and
WHEREAS, Miss Noell has demonstrated exceptional dedication
and a deep concern for the environment, and her ability to bring the
joys of nature to her fellow Texans makes her a source of tremendous
pride for her community; now, therefore, be it
RESOLVED, That the House of Representatives of the 78th Texas
Legislature, 2nd Called Session, hereby congratulate Mary Frances
Noell for being named the 2003 Young Naturalist of the Year and
extend to her best wishes for continued success and happiness; and,
be it further
RESOLVED, That an official copy of this resolution be
prepared for Miss Noell as an expression of high regard by the Texas
House of Representatives.
