H.R. No. 42 


R E S O L U T I O N
WHEREAS, On July 5, 2003, after more than three decades of outstanding service, Assistant Chief of Police Jerry DeFoor retired from the Houston Police Department; and WHEREAS, A native of Alabama, Chief DeFoor was raised in Galena Park, Texas, and attended San Jacinto College; he later answered his country's call to duty, serving as a quartermaster in the United States Navy submarine service; and WHEREAS, Since joining the Houston Police Department in January 1968, this outstanding public servant has brought honor to the force throughout his service as a patrolman, detective, lieutenant, and captain; his dedication and professionalism ultimately earned him the rank of assistant chief of police, a post he has held since 1998; and WHEREAS, Chief DeFoor has helped to develop and implement programs that have greatly benefited the citizens of Houston, including the Differential Response Team and the Neighborhood Rescue Plan; the first citywide gang crime investigations coordinator, he also oversaw the completion of the Emergency Communications Center while serving as acting executive director of the Houston Emergency Center during the last year of his tenure with the Houston Police Department; and WHEREAS, The leadership and vision of this notable law enforcement officer have garnered him many well-deserved accolades, including letters of commendation from President George Bush, President George W. Bush, and Congressman Gene Green; and WHEREAS, Chief DeFoor is a devoted husband and father and an exemplary lawman whose integrity and devotion to duty have earned him the respect and admiration of colleagues and citizens alike; while his leadership will be missed, the legacy of achievement he leaves behind will not soon be forgotten; now, therefore, be it RESOLVED, That the House of Representatives of the 78th Texas Legislature, 2nd Called Session, hereby commend Assistant Chief of Police Jerry DeFoor on his retirement from the Houston Police Department and extend to him warmest best wishes for continued success and happiness; and, be it further RESOLVED, That an official copy of this resolution be prepared for Chief DeFoor as an expression of high regard by the Texas House of Representatives.
