R E S O L U T I O N
WHEREAS, For nearly a decade, Carolyn Purcell has served the citizens of the Lone Star State with integrity and distinction as the executive director of the Department of Information Resources (DIR) as well as chief information officer of the State of Texas; and WHEREAS, An alumna of the University of Houston, Ms. Purcell earned her master's degree in business administration from The University of Texas and has held many top management positions, including that of chief information officer, in the manufacturing and health care industries as well as the public sector; since her appointment to the DIR directorship in 1994, she has promoted and guided the development of our state's on-line governmental services, such as the TexasOnline web portal, and her exceptional acumen has won her well-deserved accolades from Texas Monthly and Government Technology magazines; and WHEREAS, Ms. Purcell is highly respected by her peers in the information technology (IT) community, and she has served as president of the National Association for State Chief Information Officers and the Texas Association of State Systems for Computing and Communications; in addition, she is a former chair of the National Electronic Commerce Coordinating Council, an IT alliance of state auditors, comptrollers, treasurers, secretaries of state, and purchasing officials; and WHEREAS, Throughout her tenure with DIR, Ms. Purcell has proven herself to be a public servant of the highest caliber, and as her distinguished career with the agency draws to a close, it is most appropriate to honor her for the instrumental role she has played in making the Lone Star State a world leader in the field of government technology; now, therefore, be it RESOLVED, That the House of Representatives of the 78th Texas Legislature, 2nd Called Session, hereby commend Carolyn Purcell on her exemplary career in state government and extend to her best wishes for a very happy and rewarding retirement; and, be it further RESOLVED, That an official copy of this resolution be prepared for Ms. Purcell as an expression of high regard by the Texas House of Representatives.
