R E S O L U T I O N
WHEREAS, James T. Bailey of Dallas is being honored in 2003 for his exemplary work in behalf of the National Pan-Hellenic Council, Inc., umbrella organization for the country's nine historically African-American fraternities and sororities, which he served as president from 1972 to 1974; and WHEREAS, Mr. Bailey was educated at Prairie View A&M University, where he earned his bachelor's degree in 1938, and on graduation he gained employment as a science and mathematics teacher in Austin, later becoming assistant principal and director of athletics; with the advent of World War II, he put his career on hold to serve his nation in its time of need, quickly advancing from private to sergeant and demonstrating the integrity, intelligence, and strong work ethic that have always been his hallmarks; and WHEREAS, On his return to civilian life, he enrolled at the University of Denver Graduate School to continue his education, and in 1951 he earned a master's degree in business administration, which would pave the way for an illustrious career in civil service and financial consultancy, a career that included receipt of the prestigious Albert Gallatin Award from the U.S. Department of the Treasury; at the time of his retirement from the Internal Revenue Service, he had served as an instructor, regional program manager, and analyst, and in later years he established a new career as a business and tax consultant; and WHEREAS, Mr. Bailey is greatly admired throughout the Metroplex area for his extensive commitments to civic and charitable organizations, including the NAACP and the Concerned Voters Council; a member of the community of faith at New Hope Baptist Church, he is also the founder of the North Texas Commission and a former president of the Dallas Black Chamber of Commerce; and WHEREAS, Of the many honors he has garnered during his lifetime, he is perhaps most proud of the accolades he has received for his contributions to the Omega Psi Phi Fraternity and the National Pan-Hellenic Council, both associations dedicated to promoting the highest ideals of scholarship, achievement, and service to others; in the three decades since he served as the council's president, his devotion to the Greek community has remained evident in the key role he has played as both a council advisor and fraternity mentor; and WHEREAS, Over the course of his lifetime, Mr. Bailey has distinguished himself as an educator, public servant, businessman, and community leader of the highest caliber, and it is a pleasure to recognize this outstanding Texan for his myriad achievements; now, therefore, be it RESOLVED, That the House of Representatives of the 78th Texas Legislature, 2nd Called Session, hereby honor James T. Bailey, former president of the National Pan-Hellenic Council, Inc., and extend to him best wishes for success and happiness in all his future endeavors; and, be it further RESOLVED, That an official copy of this resolution be prepared for Mr. Bailey as an expression of high regard by the Texas House of Representatives.
