H.R. No. 186


R E S O L U T I O N
WHEREAS, Scott McAnally began his service to the State of Texas on May 27, 1975, as an employee of the Industrial Accident Board, and over the ensuing 28 years he has worked tirelessly to improve the workers' compensation system in Texas; and WHEREAS, Mr. McAnally began his state service in the mail room of the Industrial Accident Board while still attending The University of Texas; he was promoted through the ranks to hold the posts of reviewer, hearing officer, and supervisor, ultimately serving as executive director of that agency; and WHEREAS, Instrumental in the vital reform of the state's workers' compensation statutes during the 71st Legislative Session, Mr. McAnally participated in the reconstruction of the system to ensure that it remained viable for both employers and employees of Texas; and WHEREAS, In the early 1990s, Mr. McAnally led the development of the original administrative rules at the newly created Texas Workers' Compensation Commission, later serving as head of both its compliance and practices division and its records division; and WHEREAS, In May 1998, Mr. McAnally was named executive director of the Research and Oversight Council on Workers' Compensation, in which capacity he has continued to focus on analyzing and improving the system; and WHEREAS, Mr. McAnally is highly respected by policy makers, system stakeholders, and his colleagues for the unique knowledge and dedication he has brought to the task of improving the workers' compensation system to better serve all Texans; and WHEREAS, Scott McAnally leaves a public-service legacy of fairness, honesty, and integrity, and it is truly a pleasure to honor him at this time; now, therefore, be it RESOLVED, That the House of Representatives of the 78th Texas Legislature, 2nd Called Session, hereby commend Scott McAnally on his exemplary service in behalf of the citizens of Texas and extend to him best wishes for continued happiness in the coming years; and, be it further RESOLVED, That an official copy of this resolution be prepared for Mr. McAnally as an expression of high regard by the Texas House of Representatives.
