CONCURRENT RESOLUTION
WHEREAS, The Legislature of the State of Texas is pleased to
recognize Bobby R. Walters, on the occasion of his retirement after
40 years of loyal service to Paris Junior College, including 15
years of outstanding service as president of the institution; and
WHEREAS, Mr. Walters earned an associate degree from Paris
Junior College in 1956, a bachelor's degree from Baylor University
in 1959, and a master's degree from East Texas State University in
1964; he married Imy Lou Caviness in 1960, and the couple has been
blessed with two children and four grandchildren; and
WHEREAS, Bobby Walters became president of Paris Junior
College in 1988; he had previously served the school as vice
president of Instructional Affairs, as dean of General Academic
Instruction, as chairman of the Division of Mathematics and
Science, and as an instructor in chemistry; and
WHEREAS, During his tenure as president, Paris Junior College
has experienced the largest growth in enrollment in its 79-year
history, and the college has expanded from its Paris campus to
additional campuses in Sulphur Springs and Greenville; and
WHEREAS, Bobby Walters has led the school into the computer
and technology era by the introduction of interactive video
classroom instruction for distance learning classes, Internet
courses, new technical programs, and workforce development
training for business and industry; and
WHEREAS, He has worked with universities to secure the
trouble-free transfer of courses and majors to four-year
institutions, and he has worked with other junior and community
college presidents and the Texas Legislature to establish the
designated service areas for each college in Texas; and
WHEREAS, Mr. Walters has been active in a number of statewide
educational organizations; he has served as president of the Texas
Junior College Association and has been a member of the Executive
Committee of the Texas Association of Community Colleges; and
WHEREAS, An exemplary citizen, Mr. Walters has contributed
his time and energy to the City of Paris and Lamar County in various
capacities, including serving as president of the Chamber of
Commerce and of the Paris Founders Lions Club; and
WHEREAS, Bobby Walters's dynamic leadership has been an
invaluable asset to Paris Junior College and the community, and he
has played a major role in making the college the first-class
institution it is today; now, therefore, be it
RESOLVED, That the 78th Legislature of the State of Texas,
2nd Called Session, hereby commend Bobby R. Walters on his 40 years
of dedicated service to Paris Junior College and extend to him best
wishes for the retirement years ahead; and, be it further
RESOLVED, That a copy of this resolution be prepared for him
as an expression of esteem from the Texas Legislature.
