No significant fiscal implication to the State is anticipated.

The bill amends recently passed legislation, House Bill 1366, Acts of the 78th Legislature, Regular
Session, 2003, which the Commission on Environmental Quality is in the process of implementing. The agency expects that the changes can be incorporated into existing rule making for the implementation of House Bill 1366 and could be accomplished by utilizing existing resources.
