adding Subchapter F to read as follows:

SUBCHAPTER F.  LIMITATIONS ON REDISTRICTING
	Sec. 301.101.  TIME FOR REDISTRICTING.  The legislature may 
not enact legislation that provides for or alters the composition 
of districts for the legislature, the state board of education, or 
the United States Congress except during the calendar year in which 
the federal decennial census is released.
