Amend HB 7 on pages 8 and 9 by striking the sentences that 
begin on line 23 of page 8 after the period before "This" and end on 
line 1 of page 9 by substituting the following:
	This subsection applies:                                                
		(1) only if an emergency or public necessity exists 
within the meaning of section 551.045(b);
		(2) only for purposes of constituting a quorum for 
voting or for any other purpose allowing a member of the board to 
otherwise fully participate in the meeting of the board; and
		(3) without regard to the subject of the emergency or 
public necessity considered at the meeting.
