Amend HB 7 by adding the following appropriately numbered 
SECTION to ARTICLE 11 and renumbering the remaining SECTIONS of 
ARTICLE 11 as appropriate:
	SECTION 11._____.  The commissioner of insurance shall 
appoint an oversight committee consisting of five members to ensure 
that medical liability insurance providers reduce professional 
liability insurance rates for each physician and other health care 
provider by a minimum of 12 percent.  The commissioner of insurance 
shall report the findings of the oversight committee to the 
legislature.
