Amend Floor Amendment No. 13 to CSHB 7 by striking and 
inserting the following:
	SECTION 6.__.  (a)  The changes in law made by Sections 
6.__-6.__ of this Act apply only to a consideration by the Board of 
Pardons regarding a clemency matter in a capital case that occurs on 
or after the [effective date of this article] March 1, 2005.
