Amend Floor Amendment No. 1 to CSHB 7 by striking proposed 
subsections (a) and (b) and inserting the following new subsections 
(a) and (b):
	(a)  The commissioner of the Texas Department of Insurance 
shall compile information relating to the insurers writing medical 
professional liability insurance in this state, including 
information relating to:
		(1)  insurers newly writing medical professional 
liability insurance in this state on and after September 13, 2003; 
and
		(2)  medical professional liability insurance rates for 
physicians and other health care providers as defined in Chapter 74 
of the Civil Practice and Remedies Code, including which insurers 
have changed their rates on or after September 13, 2003.
	(b)  The commissioner shall report on a quarterly basis to the 
governor, the lieutenant governor, the speaker of the house of 
representatives, and each member of the legislature on the 
information obtained under this section.  Such reports shall be 
made no later than the fifth day of November, February, May, and 
August.
