Amend HB 28, on page 4, line 12, by inserting a new Section 9 
as follows and by renumbering the remaining section accordingly:
	"SECTION 9.  In addition to the other amounts appropriated to 
the Texas Health and Human Services Commission for all or part of 
the state fiscal biennium beginning September 1, 2003, the amount 
of $43.9 million is appropriated out of the general revenue fund to 
the Texas Health and Human Services Commission for the purpose of 
restoring the Medicaid income eligibility for pregnant women to 
185% of the federal poverty guidelines for the state fiscal 
biennium beginning September 1, 2003."
