DIGEST AND PURPOSE 

H.B. 25 appropriates new fees collected by the Texas Animal Health
Commission to that commission. 

RULEMAKING AUTHORITY

This bill does not expressly grant any additional rulemaking authority to
a state officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1.  (a)  Appropriates all fees collected during the state fiscal
biennium beginning September 1, 2003, by the Texas Animal Health
Commission (TAHC), to TAHC  for the state fiscal biennium beginning
September 1, 2003, for the purpose of administering Section 161.0411
(Domestic and Exotic Fowl Registration), Agriculture Code.  

(b)  Requires that any increase in state employee benefit costs incurred
during the state fiscal biennium beginning September 1, 2003, be paid out
of the appropriations made by Subsection (a) of this section and be
allocated to the appropriate employee benefit appropriation items for the
purpose of administering Section 161.0411, Agriculture Code. 

SECTION 2.  Effective date:  upon passage or the 91st day after the end of
the legislative session.
