DIGEST AND PURPOSE 

The House Committee on Regulated Industries is a new committee that has
oversight of electric utility issues.  H.B. 35 changes the composition of
the electric utility restructuring legislative oversight committee to
reflect the new house committee by replacing the chair of the House
Committee on State Affairs with the chair of the House Committee on
Regulated Industries as a member of the oversight committee. 

RULEMAKING AUTHORITY

This bill does not expressly grant any additional rulemaking authority to
a state officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Reenacts and amends Sections 39.907(b) and (h), Utilities
Code, as amended or added by Section 12, S.B. 1418 and Section 1, H.B.
1948, 78th Legislature, Regular Session, 2003, to replace a member of the
electric utility restructuring legislative oversight committee from the
House Committee on State Affairs with a member from the House Committee on
Regulated Industries. 

SECTION 2.  Effective date:  upon passage or the 91st day after the last
day of the legislative session.
