H.B. 35 78(3) BILL ANALYSIS H.B. 35 By: King Regulated Industries Committee Report (Unamended) BACKGROUND AND PURPOSE H.B. 35 changes the membership of the Electric Utility Restructuring Legislative Oversight Committee, transferring membership from the Chairman of the House Committee on State Affairs to the Chairman of the House Committee on Regulated Industries. This follows the creation of the House Committee on Regulated Industries, which now has oversight of electric utility issues. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS H.B. 35 amends Sections 39.907(b) and (h) of the Utilities Code to replace the chair of the House Committee on State Affairs with the chair of the House Committee on Regulated Industries as a member and joint chair of the Electric Utility Restructuring Legislative Oversight Committee. EFFECTIVE DATE Upon passage, or, if the Act does not receive the necessary vote, the Act takes effect on the 91st day after the last day of the legislative session.
