A BILL TO BE ENTITLED

AN ACT

relating to appropriations for personal needs allowances for 
residents of certain care facilities.
	BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:                        
	SECTION 1.  Out of the general revenue fund, the amount of 
$6.5 million is appropriated to the Health and Human Services 
Commission for the state fiscal year ending August 31, 2004, and the 
amount of $6.5 million is appropriated to the Health and Human 
Services Commission for the state fiscal year ending August 31, 
2005.  The amounts appropriated by this section may be used only for 
the personal needs allowances for residents as provided by Section 
32.024(w), Human Resources Code.
	SECTION 2.  This Act takes effect immediately if it receives 
a vote of two-thirds of all the members elected to each house, as 
provided by Section 39, Article III, Texas Constitution.  If this 
Act does not receive the vote necessary for immediate effect, this 
Act takes effect on the 91st day after the last day of the 
legislative session.
