H.C.R. No. 4  


HOUSE CONCURRENT RESOLUTION
WHEREAS, The Deer Park Chamber of Commerce Salute to Industry Committee has selected BP Solvay Polyethylene North America as the 2003 Industry of the Year; and WHEREAS, One of the largest producers of high density polyethylene in the world, BP Solvay Polyethylene North America has six production sites in Europe and the United States, which have an annual capacity of 5.1 billion pounds; and WHEREAS, Working to preserve the environment and protect the welfare of its employees, the company has developed a recognized safety behavioral system called SEAHAWK, and it participates in the American Chemistry Council's Responsible Care program, earning the prestigious Voluntary Protection Program Star by the Occupational Safety and Health Administration of the United States Department of Labor; and WHEREAS, BP Solvay has reduced emissions of government-reportable waste compounds by more than 50 percent; in 2001, the company constructed and began operating a new electricity cogeneration facility at the Deer Park site, allowing the plant to reduce NOx emissions by approximately 90 tons per year; and WHEREAS, BP Solvay Polyethylene North America is also involved in numerous worthwhile community endeavors; the company's Community Activities Team has been active for nearly 15 years and performs about 3,000 hours of volunteer activities annually; in addition, the Deer Park plant site has provided resources and leadership to local industry and municipal groups to create CAER Line, Emergency Response, and other safety and health programs for the community; and WHEREAS, Over the years, BP Solvay has strongly supported local education efforts, assisting Deer Park Independent School District with the high school honors recognition banquet, providing fire prevention safety for students, and sponsoring an annual art and essay scholarship program; in addition, the company has offered plant tours and has brought traveling plastic shows to classrooms, and it has contributed to campus fix-up and environmental projects; recently, BP Solvay sponsored the Girls Without Mothers Club and Boys Without Fathers Club, and in 2000, the Deer Park Education Foundation recognized the company's employees with a Friends of Education award; and WHEREAS, An exemplary member of the Deer Park community, BP Solvay Polyethylene North America is most deserving of special recognition; now, therefore, be it RESOLVED, That the 78th Texas Legislature of the State of Texas, 3rd Called Session, hereby congratulate BP Solvay Polyethylene North America on its selection as the 2003 Industry of the Year by the Deer Park Chamber of Commerce and extend to all those associated with the company best wishes for the future; and, be it further RESOLVED, That an official copy of this resolution be prepared for the company as an expression of high regard by the Texas House of Representatives and Senate.
