CONCURRENT RESOLUTION
	WHEREAS, August 12, 2003, was indeed a special day for Tamara 
Marie and Timothy Alan Phillips, for it marked the occasion of the 
birth of their beautiful baby daughter, Haley Marie Phillips; and
	WHEREAS, Haley weighed 8 pounds, 11 ounces, measured 19 
inches in length, and sported long dark hair and deep blue eyes when 
she was born at Presbyterian Hospital in Plano; pronounced a 
perfect baby by the attending physician, this precious girl has 
since impressed her family and many admirers with a healthy 
appetite, sweet demeanor, and boundless energy; and
	WHEREAS, The long-awaited arrival of Haley Marie has brought 
great joy to her big brother, Joshua, and her devoted grandparents, 
Shirley and George Haley and Shirley and Jerry Phillips, whose love 
and support promise to enrich her life for years to come; and
	WHEREAS, This fourth-generation Texan is the daughter of two 
successful professionals; Mrs. Phillips is a media director while 
Mr. Phillips is a sales associate, and they are both proud graduates 
of The University of Texas at Austin; and
	WHEREAS, The birth of a new Texas citizen is always a joyous 
event, and it is a pleasure to join in formally welcoming Miss Haley 
Marie Phillips into the world; now, therefore, be it
	RESOLVED, That the 78th Legislature of the State of Texas, 
3rd Called Session, hereby congratulate Tamara and Timothy Phillips 
on the birth of their daughter, Haley Marie Phillips, and extend to 
her sincere best wishes for a bright and promising future; and, be 
it further
	RESOLVED, That an official copy of this resolution be 
prepared for Haley Marie Phillips, her parents, and her 
grandparents as an expression of high regard by the Texas House of 
Representatives and Senate.
