CONCURRENT RESOLUTION
WHEREAS, The Honorable Fernando Elizondo Barragán has
faithfully served as governor of the State of Nuevo León, Mexico,
representing his fellow citizens with integrity and dedication; and
WHEREAS, A native of Monterrey, Nuevo León, Governor Barragán
holds a master's degree in business administration from the
Instituto Tecnológico y de Estudios Superiores de Monterrey; he did
postgraduate studies at New York University's Interamerican
Institute of Law and graduated cum laude at the top of his class
from Nuevo León University School of Law; and
WHEREAS, The National Action Party's precandidate for the
governorship, this exemplary individual served as minister of
finance and general treasurer for the State of Nuevo León from 1997
to 2002; he is the former CEO of Salinas y Rocha Group and practiced
law as a partner in the law firm of
Santos-Elizondo-Cantú-Rivera-Gonzalez de la Garza from 1972 to
1978 and from 1986 to 1994; and
WHEREAS, Governor Barragán has provided leadership to a
number of chambers and associations, including the Monterrey
Chamber of Commerce, the Nuevo León Chamber of the Transformation
Industry, and the Nuevo León Employer's Confederation, among
others; he played a key role in the movement known as "Democratic
Awareness" and served as secretary of the Democratic Assembly in
1985; and
WHEREAS, In his role as governor of his home state of Nuevo
León, he has brought a visionary and innovative approach to public
administration; in every facet of his remarkable career, Governor
Barragán has helped to make his state a better place in which to
live, work, and raise a family, and it is a pleasure to honor him at
this time; now, therefore, be it
RESOLVED, That the 78th Legislature of the State of Texas,
3rd Called Session, hereby pay special tribute to Fernando Elizondo
Barragán, governor of the State of Nuevo León, Mexico, and extend to
him best wishes for success and happiness in all his future
endeavors; and, be it further
RESOLVED, That an official copy of this resolution be
prepared for Governor Barragán as an expression of high regard by
the Texas House of Representatives and Senate.
