CONCURRENT RESOLUTION
WHEREAS, The family and friends of Dovie Jean Webber of Fort
Worth were deeply saddened by the passing of this esteemed health
care professional and civic leader on July 11, 2003, at the age of
65; and
WHEREAS, Born on March 8, 1938, in Lindale, Mrs. Webber
graduated from Fort Worth's I. M. Terrell High School before
attending Prairie View A&M University; she completed her
undergraduate studies at the University of North Texas (UNT) and
was the first African American to graduate from the university's
library service program; Mrs. Webber also earned a master's degree
at UNT in the study of aging and enjoyed an outstanding 35-year
career in the health care industry, ably serving as a facility
owner, service provider, and consultant; and
WHEREAS, Mrs. Webber was an active volunteer in her community
as well, and she gave freely of her time and talents to a host of
worthy organizations, including the Women's Division of the Fort
Worth Chamber of Commerce, the Mayor's Committee on the Status of
Women, the Fort Worth Tarrant County Black Historical and
Genealogical Society, and the American Association of University
Women; she was also a charter member of the National Center on Black
Aged and an organizing member of the Mid-Cities Chapter of Links,
Inc.; and
WHEREAS, Lending her exceptional leadership skills to
promote the greater good, Mrs. Webber served as a board member for
the Girl Scouts of America, the Parenting Center, the Fort Worth
Economic Development Corporation, Junior Achievement, Planned
Parenthood, and the Arlington Women's Shelter; in addition, she
contributed her expertise to the United Way's budget committee and
served as chair of the YWCA's Highland Park Branch; and
WHEREAS, This distinguished civic leader shared 42 years of
marriage with entrepreneur and former Texas State Representative
Bobby G. Webber; throughout her life, she maintained an active
interest in politics and civic engagement that led to her
participation in the League of Women Voters, Leadership Fort Worth,
and Leadership Arlington; and
WHEREAS, In addition, Mrs. Webber was a tireless worker in
behalf of Cyrene Episcopal Church, where she worshiped; widely
respected and admired in her community and much beloved by family
and friends, Mrs. Webber will be profoundly missed; now, therefore,
be it
RESOLVED, That the 78th Legislature of the State of Texas,
3rd Called Session, hereby pay tribute to the life of Dovie Jean
Webber and extend sincere sympathy to the members of her family: to
her husband, the Honorable Bobby G. Webber; to her daughter,
Vanessa "Candy" Webber; to her grandson, Alvin James II; to her
mother, Elnora Woods; to her brothers, John Arthur Woods, Charles
Abdul Haqq, and Kenneth Woods; to her sisters, Carolyn Phillips and
Myron Jackson; and to her in-laws, nieces, nephews, and many other
relatives and friends; and, be it further
RESOLVED, That an official copy of this resolution be
prepared for her family and that when the Texas House of
Representatives and Senate adjourn this day, they do so in memory of
Dovie Jean Webber.
