H.C.R. No. 24 


HOUSE CONCURRENT RESOLUTION
WHEREAS, General (Ret.) Tommy Franks has been selected to receive the Distinguished Citizen Award from the Buffalo Trail Council of the Boy Scouts of America, an honor that will undoubtedly be cherished by this patriotic American; and WHEREAS, Born in Oklahoma and raised in West Texas, General Franks recently concluded an exemplary 36-year military career when he stepped down as commander-in-chief of United States Central Command, a post he had held since June 2000; and WHEREAS, In his role as commander-in-chief, General Franks oversaw military operations in a 25-country region and led the attack on the Taliban in Afghanistan and the 2003 invasion of Iraq; his military record also includes distinguished service in Vietnam, West Germany, and Korea, as well as assignments at Fort Sills, Fort Hood, and the Pentagon; and WHEREAS, This esteemed American is the recipient of numerous awards and commendations, including the Defense Distinguished Service Medal, the Distinguished Service Medal (two awards), the Legion of Merit (four awards), the Bronze Star Medal with "V" (three awards), the Purple Heart (three awards), and the Army Commendation Medal with "V"; and WHEREAS, Few individuals in the history of the American military are held in such high esteem as General Franks, and his receipt of the Distinguished Citizen Award from the Buffalo Trail Council of the Boy Scouts of America is indeed well deserved; now, therefore, be it RESOLVED, That the 78th Legislature of the State of Texas, 3rd Called Session, hereby congratulate General Tommy Franks on his receipt of the Distinguished Citizen Award from the Buffalo Trail Council of the Boy Scouts of America and commend him for his outstanding military career and his dedicated service to the citizens of the United States of America; and, be it further RESOLVED, That an official copy of this resolution be prepared for General Franks as an expression of high regard by the Texas House of Representatives and Senate.
