R E S O L U T I O N
WHEREAS, John Kelly, P.E., retired as district engineer for
the San Antonio District of the Texas Department of Transportation
(TxDOT) on August 31, 2003, bringing to a close a distinguished
35-year career with that agency; and
WHEREAS, Mr. Kelly joined TxDOT in 1968 as a summer
engineering technician working in the Atlanta District's Texarkana
office and the planning office of the Houston District; in 1971, he
began working full-time in the Dallas District as a construction
engineering assistant, bridge design engineer, and roadway design
engineer; and
WHEREAS, After a promotion to assistant district planning
engineer responsible for Texas 190, the George Bush Tollway, he was
chosen to be project manager of the North Central Expressway in
1986, assuming the responsibilities for plans and development of
one of the largest highway projects in TxDOT's history; and
WHEREAS, In 1993, Mr. Kelly was selected to head the San
Antonio District, and since that time he has ably led the district
to many significant achievements, including the TransGuide ITS
system and the Kelly Parkway; he has consistently emphasized worker
safety and efficiency, and under his direction the district was
nationally recognized for having the best-maintained highways of
any metropolitan area in the country; and
WHEREAS, A graduate of the University of Arkansas, where he
received a bachelor's degree in civil engineering, Mr. Kelly earned
his professional engineering license in 1976; and
WHEREAS, Mr. Kelly has served the State of Texas well,
earning the lasting respect of all who have been privileged to work
with him, and it is a pleasure to recognize him for his exemplary
career; now, therefore, be it
RESOLVED, That the House of Representatives of the 78th Texas
Legislature, 3rd Called Session, hereby congratulate John Kelly on
the occasion of his retirement from the Texas Department of
Transportation and extend to him best wishes for the future; and, be
it further
RESOLVED, That an official copy of this resolution be
prepared for Mr. Kelly as an expression of high regard by the Texas
House of Representatives.
