R E S O L U T I O N
WHEREAS, The 78th Legislature has considered legislation
proposing the redistricting of congressional districts during the
Regular, 1st Called, and 2nd Called Sessions; and
WHEREAS, In considering the proposed redistricting of
congressional districts, the 78th Legislature has held public
hearings throughout the state; and
WHEREAS, The congressional redistricting plan adopted as
H.B. 3 is substantially identical to the plans proposed for
adoption by the house during the 1st Called and 2nd Called Sessions
and it is therefore appropriate for the house by vote to bring H.B.
3 forward; and
WHEREAS, The membership of the house of the 78th Legislature,
3rd Called Session, is composed of the same membership as the house
of the 78th Legislature, Regular, 1st Called, and 2nd Called
Sessions; now, therefore, be it
RESOLVED, That the House of Representatives of the 78th Texas
Legislature, 3rd Called Session, finds that in adopting H.B. 3 the
house has considered the testimony and other information relating
to congressional redistricting that was submitted to the House
Committee on Redistricting during 2003. All information that was
submitted to the House Committee on Redistricting is in the custody
of the chief clerk of that committee. The records of the 2003
proceedings of the House Committee on Redistricting are in the
custody of the chief clerk of that committee, the committee
coordinator, and the House Audio-Video Office; and, be it further
RESOLVED, That the House of Representatives of the 78th Texas
Legislature, 3rd Called Session, finds that in adopting H.B. 3 the
house has considered debate and remarks relating to congressional
redistricting made on the floor of the Texas House of
Representatives during the 78th Legislature, 1st Called and 2nd
Called Sessions, on:
(1) July 7, 2003 (House Journal, pages 53-507);
(2) July 8, 2003 (House Journal, page 515); and
(3) July 29, 2003 (House Journal, pages 8 and 10-14).
Information that was submitted for consideration by the house is in
the custody of the chief clerk of the Texas House of
Representatives; and, be it further
RESOLVED, That the described testimony, information, debate,
and remarks be considered part of the legislative history of H.B. 3,
78th Legislature, 3rd Called Session.
