R E S O L U T I O N
WHEREAS, September 18, 2003, marks the conclusion of a distinguished career in law enforcement for Clarence O'Neal "Brad" Bradford, chief of police for the City of Houston; and WHEREAS, Chief Bradford began his career with the Houston Police Department in 1979, and over the ensuing years he quickly ascended the ranks of the department; after 17 years on the force, he was sworn in as chief of police in January 1997; and WHEREAS, This esteemed gentleman graduated with honors from Grambling State University and with high honors from Texas Southern University, earning degrees in criminal justice and public administration, respectively; he has also completed several executive-level management programs, including the Program for Executives in State and Local Government at Harvard University; in addition, he holds a law degree from the University of Houston and is a licensed attorney and trained mediator who has practiced in the areas of employment law and deceptive trade practices; and WHEREAS, The recipient of numerous honors, Chief Bradford has been named the Officer of the Year for Professionalism and has been selected to receive the Mayor's Outstanding Leadership Award; and WHEREAS, During his 24 years with the department, Chief Bradford has demonstrated exceptional skill and unwavering dedication to his profession, and he can take justifiable pride in an impressive record of accomplishments; now, therefore, be it RESOLVED, That the House of Representatives of the 78th Texas Legislature, 3rd Called Session, hereby congratulate Clarence O'Neal "Brad" Bradford on the occasion of his retirement from the Houston Police Department and extend to him sincere best wishes for continued success in his future endeavors; and, be it further RESOLVED, That an official copy of this resolution be prepared for Chief Bradford as an expression of high regard by the Texas House of Representatives.
