R E S O L U T I O N
WHEREAS, For the past 25 years, Dr. J. Gilbert Leal of
Harlingen has served as president of Texas State Technical College
(TSTC), and his exemplary leadership in this important position
truly merits special recognition; and
WHEREAS, Dr. Leal's tenure with TSTC began in December of
1969 when he was hired as an adult basic instructor; he has since
served as migrant counselor supervisor, director of admissions and
records, and dean of student services, demonstrating dedication and
excellence in each of these demanding roles; and
WHEREAS, A 1968 graduate of North Texas State University, Dr.
Leal earned a bachelor of science in physical education and spent a
year as a teacher and coach with the Brownsville Consolidated
School District before joining the staff at TSTC; and
WHEREAS, His commitment to personal and professional growth
is evident in his pursuit of advanced degrees; he received a master
of education degree in counseling and guidance from Pan American
University in 1974 and a doctor of philosophy in vocational
education from East Texas State University in 1986; and
WHEREAS, Under Dr. Leal's guidance, TSTC has grown and
prospered as an institution, as evidenced by the addition of 14
instructional buildings, a student center, a gymnasium, a
child-care center, student housing, a service support center, a
field house, and a workforce center; and
WHEREAS, The students, faculty, and staff of TSTC have truly
benefited from the myriad contributions made by Dr. Leal; his
efforts have resulted in the flourishing of this outstanding
educational resource, and the citizens of the Lone Star State owe
him a debt of gratitude; now, therefore, be it
RESOLVED, That the House of Representatives of the 78th Texas
Legislature, 3rd Called Session, hereby honor Dr. J. Gilbert Leal
for his longtime service at Texas State Technical College in
Harlingen and commend him for his exemplary efforts in support of
education in the Rio Grande Valley and the Lone Star State; and, be
it further
RESOLVED, That an official copy of this resolution be
prepared for Dr. Leal as an expression of high regard by the Texas
House of Representatives.
