R E S O L U T I O N
WHEREAS, Alfred M. "Mac" Stringfellow of San Antonio has
rendered outstanding service to the State of Texas as a member and
chairman of the Texas Board of Criminal Justice; and
WHEREAS, Appointed to the board in February 1997, Mr.
Stringfellow assumed the chairmanship of that body's Institutional
Division Committee and began an intensive tour of prison
facilities, visiting 60 units during his first three years; his
familiarity with these units and their staffs stood him in good
stead when he became chairman of the board in January 2000; and
WHEREAS, During his tenure on the board, the Texas Department
of Criminal Justice (TDCJ) recorded a number of notable
developments in operations and services; in 1997, the Boyd Unit
became the first state-operated TDCJ facility to receive
accreditation from the American Correctional Association (ACA); by
the time Mr. Stringfellow completed his term in December 2002, more
than 20 other TDCJ facilities had been similarly accredited; and
WHEREAS, Efforts to promote the rehabilitation of offenders
included the institution of the first prison faith-based ministry
program in the nation and the expansion of the department's mental
health initiative across divisional lines; and
WHEREAS, In 1997, Victim Services was elevated to division
status within the department, and during Mr. Stringfellow's
chairmanship three other divisions were created--Manufacturing and
Logistics, Operations, and Private Facilities; and
WHEREAS, Responding to needs of the TDCJ staff, Mr.
Stringfellow oversaw the establishment in 2002 of the wellness
initiative for the agency's 40,000 employees; that same year,
parole and correctional officer training programs were expanded in
order to enhance supervision and security; and
WHEREAS, Over the course of Mr. Stringfellow's term, a number
of TDCJ programs received national recognition; in 1998, the ACA
conferred best practices awards on the agency's institutional
division training program, integrated facilities information
program, Habitat for Humanity partnership, and correctional
managed health care partnership, in addition to giving an honorable
mention to the program for posttrauma staff support; four years
later, the special needs substance abuse program at the Estelle
Unit received the Program of the Year Award from the National
Commission on Correctional Health; and
WHEREAS, Throughout his years on the Texas Board of Criminal
Justice, Mac Stringfellow gave unstintingly of his time and talents
to the TDCJ, and his leadership and unfailing commitment to that
agency reflected the highest standards of public service; now,
therefore, be it
RESOLVED, That the House of Representatives of the 78th Texas
Legislature, 3rd Called Session, hereby honor Alfred M. "Mac"
Stringfellow for his outstanding tenure on the Texas Board of
Criminal Justice and extend to him sincere appreciation for his
immeasurable contributions to the Lone Star State; and, be it
further
RESOLVED, That an official copy of this resolution be
prepared for Mr. Stringfellow as an expression of high regard by the
Texas House of Representatives.
