R E S O L U T I O N
WHEREAS, R. L. "Bobby" Bowling IV of El Paso has been named president of the Texas Association of Builders (TAB) for 2004; and WHEREAS, A third-generation homebuilder in El Paso, Mr. Bowling follows in the footsteps of his grandfather, R. L. Bowling, Jr., who began building homes in the city in 1950, and his father, R. L. Bowling III, who started in the business in 1970; and WHEREAS, Today, Bobby Bowling and his brothers, Randy and Greg, operate Tropicana Homes, a company that specializes in "starter" homes but that also builds "move-up," semi-custom, and custom homes; each year, the firm constructs approximately 200 units; and WHEREAS, Tropicana works with many different government programs in order to obtain subsidy and down payment assistance for its buyers; over the past decade, the company has worked with the Texas Department of Housing and Community Affairs, the Housing Authority and Community Development Department of the City of El Paso, and several local nonprofit housing providers; and WHEREAS, A licensed real estate broker and licensed mortgage broker, Mr. Bowling is currently president of Tropicana Building Corp., president of Tropicana Homes Realty, and vice president of Patriot Mortgage Company; and WHEREAS, This outstanding Texan received a B.B.A. in real estate and urban land development from The University of Texas at Austin in 1992; he has served on the board of directors of the El Paso Association of Builders (EPAB) since 1993 and as a state director of the TAB since 1994, and he has been active in a number of committees within each organization; the youngest individual to ever serve as president of EPAB, he was named Builder of the Year in 1997; and WHEREAS, Mr. Bowling has given generously of his time and efforts to the community, serving on several Mayor's Advisory Councils regarding housing and development issues and as a football coach for his son's Little League football team; he and his wife, Joanne, are the proud parents of four children, Sarah, Dalton, Lindsey, and Jamie, and are valued members of St. Matthews Catholic Church; and WHEREAS, By bringing home ownership within the reach of many first-time buyers, Bobby Bowling is helping to strengthen the social fabric of El Paso, and through his many contributions to trade and civic organizations, he is rendering outstanding service to his industry and to his fellow citizens; now, therefore, be it RESOLVED, That the House of Representatives of the 78th Texas Legislature, 3rd Called Session, hereby congratulate R. L. "Bobby" Bowling IV on being named president of the Texas Association of Builders for 2004 and extend to him sincere best wishes for continued success; and, be it further RESOLVED, That an official copy of this resolution be prepared for Mr. Bowling as an expression of high esteem by the Texas House of Representatives.
