SENATE RESOLUTION NO. 16
WHEREAS, The Senate of the State of Texas takes pleasure in recognizing James T. Bailey, who is being honored in 2003 for his outstanding service to the National Panhellenic Council, Incorporated; and WHEREAS, Mr. Bailey presided as president of the council from 1972 to 1974, and he has continued to serve as an adviser to persons new to the council and as a mentor to his Greek brothers in his beloved Omega Psi Phi Fraternity; he is a business consultant, notary, and founder of Bailey Enterprises; and WHEREAS, He earned a bachelor's degree in science from Prairie View A&M University in 1938 and spent his early professional years in Austin as a teacher, assistant principal, and athletics director; after serving his country in the United States Army during World War II, he entered the University of Denver and earned a master's degree in business administration; and WHEREAS, He went to work for the federal government in Denver and later transferred to Dallas, where he advanced through the ranks of the Internal Revenue Service to become the regional program manager in the Southwest Regional Office; and WHEREAS, After his retirement from the Internal Revenue Service in 1976, Mr. Bailey continued the strong work ethic he manifested throughout his career by becoming a dedicated and active volunteer in numerous civic and religious organizations; and WHEREAS, He has served as a member of the board of numerous organizations, including the Government Agencies Dallas Federal Credit Union and the Dallas Black Chamber of Commerce; he is a founder and board member of the North Texas Commission, a life member of the National Association for the Advancement of Colored People, and a member of New Hope Baptist Church; and WHEREAS, Over the years, Mr. Bailey has received a number of honors and awards, including the United States Treasury Department's Albert Gallatin Award and the Government Agencies Dallas Federal Credit Union Award; he is most proud of his Omega Man Award and a Panhellenic Council Award; and WHEREAS, Widely respected for his service to his community, James Bailey is an exemplary leader and a selfless role model for others to follow, and he deserves legislative recognition for his many accomplishments; now, therefore, be it RESOLVED, That the Senate of the State of Texas, 78th Legislature, 3rd Called Session, hereby commend James T. Bailey for his outstanding service to the National Panhellenic Council, Incorporated, and to his community and extend to him best wishes for the future; and, be it further RESOLVED, That a copy of this Resolution be prepared for him as an expression of high regard from the Texas Senate.
