SENATE RESOLUTION NO. 18


In Memory

of

William Kelley Looney


	WHEREAS, The Senate of the State of Texas joins the citizens 
of Edinburg in mourning the tragic loss of William Kelley Looney, 
who died on July 21, 2003, at the age of 28; and

	WHEREAS, Will Looney, son of Carol Lynn and former 
Representative Cullen Looney was born in McAllen on August 25, 1974;
he graduated from Edinburg High School and earned a bachelor's 
degree from Texas A&M University; and

	WHEREAS, A natural leader who pursued his goals and
dreams with grace, style, and determination, Will served as the 
president of 4-H for the State of Texas during his senior year in 
high school; at Texas A&M University, he served in his senior 
year as president of the Phi Gamma Delta Fraternity; and

	WHEREAS, After he graduated from college, Will's love of 
exploring the world led him to New York City, where he worked in 
financial planning, and later to Boston, Massachusetts; at the 
time of his death, he was traveling to Monterrey, Mexico, where 
he was participating in a summer internship; and

	WHEREAS, Will settled in Austin several years ago to study 
at the McCombs School of Business; he had recently completed his 
first year in the master's program in business administration; 
and

	WHEREAS, He will be fondly remembered for his much beloved 
laugh and sense of humor, and interest in everyone and everything 
around him; and

	WHEREAS, Will considered life a wonderful adventure, and 
he especially savored traveling in Mexico to master its Spanish 
language, to study its culture, to delve into its history, and to 
become part of its future; he also held a deep affection for his 
hometown of Edinburg and often referred to the Rio Grande Valley 
as "paradise"; and

	WHEREAS, Will Looney lived his life to the fullest and was 
a devoted son and brother, and he leaves behind memories that 
will be treasured forever by his family and many friends; now, 
therefore, be it

	RESOLVED, That the Senate of the State of Texas,
78th Legislature, 3rd Called Session, hereby extend sincere 
condolences to the bereaved family of William Kelley Looney:
his parents, Carol Lynn and Cullen Looney; his sisters and 
brother-in-law, Courtney Looney and Lorin and Forrest Runnels; 
his grandmother, Connor Smith; and his fiancée, Margot Marsh; 
and, be it further

	RESOLVED, That a copy of this Resolution be prepared for 
the members of his family as an expression of deepest sympathy 
from the Texas Senate, and that when the Senate adjourns this 
day, it do so in memory of William Kelley Looney.
