SENATE RESOLUTION NO. 23
WHEREAS, The Senate of the State of Texas is pleased to
recognize Roy Orr on the occasion of the celebration of the
20th anniversary of Governmental Relations Specialists; and
WHEREAS, A longtime consultant in governmental relations,
Roy Orr founded his company, Governmental Relations Specialists,
in 1983; GRS is the only national firm devoted to helping
commercial enterprises do business with government; the
firm offers a broad array of services designed to make the
governmental marketing efforts of businesses more successful;
and
WHEREAS, Over a 30-year political career, Roy Orr has
held numerous governmental positions; his extensive experience
has included serving on state boards and commissions under
Texas Governors George Bush, Ann Richards, Mark White,
Bill Clements, and Dolph Briscoe; notably, he served as chairman
of the Texas State Property Tax Board, as a member of the Texas
Commission on Jail Standards, and as chairman of the Texas County
and District Retirement System Board; and
WHEREAS, At the national level, he served on the Advisory
Commission on Intergovernmental Relations Board during the
administration of President Jimmy Carter and on the President's
Advisory Committee on Federalism during the administration of
President Ronald Reagan; and
WHEREAS, Roy Orr has been active in local government,
serving for one year as mayor of DeSoto and for six years as
president of the DeSoto School Board; he was also a Dallas
county commissioner for 10 years; during his service as county
commissioner, he held a number of offices with the National
Association of Counties, including board member, first and
second vice president, and president; and
WHEREAS, For his many achievements, Mr. Orr has been
recognized with numerous awards, including the Headliner of the
Year Award in 1982 from the Dallas Press Club; he was named the
Oak Cliff Man of the Year in 1976, and the Roy Orr Park in DeSoto
was named in his honor in 1982; and
WHEREAS, Roy Orr has played a major role in the betterment of
his community, his state, and his nation, and his accomplishments
reflect his dedication to the public welfare and to his fellowman;
now, therefore, be it
RESOLVED, That the Senate of the State of Texas,
78th Legislature, 3rd Called Session, hereby commend Roy Orr on
his exceptional achievements and extend best wishes to him for
the future and for an enjoyable 20th anniversary celebration for
Governmental Relations Specialists; and, be it further
RESOLVED, That a copy of this Resolution be prepared for
him as an expression of esteem from the Texas Senate.
