SENATE RESOLUTION NO. 47
WHEREAS, The Senate of the State of Texas is pleased to
recognize Carlos Leon for his outstanding accomplishments as
chief of police for the City of El Paso; and
WHEREAS, Chief Leon, a 29-year veteran policeman, has led
the El Paso Police Department since 1999; as a tribute to his many
achievements, he has recently been named the 2003-2004 Ysleta
High School Outstanding Ex-Student; and
WHEREAS, Carlos Leon is a 1971 graduate of Ysleta High School;
he majored in criminal justice at The University of Texas at El Paso,
and he is a graduate of the John F. Kennedy School of Government at
Harvard University; and
WHEREAS, In 1974, Mr. Leon joined the El Paso Police
Department as a patrolman; over the years, he was promoted to
positions with increasing authority; notably, he served as a
detective, sergeant, lieutenant, commander, captain, and deputy
chief; in 1997, he was named assistant chief of police, and in
1999, he was selected for the position of chief of police; and
WHEREAS, An exemplary leader, Chief Leon has ably guided
the department; since he assumed the position of chief of police,
the overall crime rate in the city has been reduced by 11 percent,
state and federal grant funding has increased by $20 million, and
nationally recognized policing programs have been implemented;
and
WHEREAS, Carlos Leon serves as a role model for youths
and is a highly respected community leader; he is a criminal
justice instructor at El Paso Community College and serves as
a member of the executive board of D.A.R.E. America and as
chairman of Project Change El Paso; for his many contributions
to the community, he has been recognized with the Hidalgo Award,
and he was the recipient of the 2001 Chief's Leadership Award
from the National Latino Peace Officers Association; and
WHEREAS, He is a member of the Texas Police Chiefs
Association, the Texas Police Association, and the International
Association of Chiefs of Police; and
WHEREAS, Carlos Leon's many accomplishments reflect his
commitment to excellence in the field of law enforcement and
to the welfare of the residents of the City of El Paso; now,
therefore, be it
RESOLVED, That the Senate of the State of Texas,
78th Legislature, 3rd Called Session, hereby commend
Police Chief Carlos Leon for his dedicated service to the
City of El Paso and extend best wishes to him for his continued
success; and, be it further
RESOLVED, That a copy of this Resolution be prepared for
him as an expression of esteem from the Texas Senate.
